Eğitimin önemi hiç kuşkusuz herkes tarafından kabul edilen bir gerçektir. Cumhuriyetimizin ilanıyla birlikte eğitimin her alanında büyük seferberlikler başlatılmış ve önemli neticeler de alınmıştır.Fakat günümüzde gerek genç nüfusumuzun fazlalığı, gerek iç göçler ve gerekse okullaşma oranındaki yükselen hedeflerin tutturulmasında eğitimde çözüm bekleyen kapasite ve nitelik sorunlarımız vardır.Okul binalarının,sınıf mevcutlarının,iç ve dış donanımızın kalitesinde Avrupa Birliği’nin standartlarına ulaşmak ve dünyayı yakalamak zorundayız. Eğitim sorunlarımızın çözümü için eğitimin her kademesinde (Okul öncesi eğitimden yüksek öğrenime kadar) okul,bina ve eğitim materyallerine ihtiyacımız var. Bu ihtiyaçlarımızı giderebilirsek eğitim sorunlarımızın en azından niceliksel boyutunu çözmüş olacağız.Sadece bina yaparak eğitimin kalitesini arttırmak mümkün değildir ama bina olmadan eğitim zaten hiç olmuyor.Bu nedenle öncelikle okulların fiziksel ve donanımsal ihtiyaçlarının karşılanması gerekiyor.

Bu amaçla sorunlarımızın çözümüne ilişkin Cumhuriyetimizin 80.yılına yaraşır hem yeni eğitim kurumlarının ülkeye kazandırılması hem de gençlerimizin hak ettikleri kaliteli eğitimi alabilmeleri amacıyla 11 Eylül 2003 tarihinde Sayın Başbakanımızın önderliğinde “Eğitime % 100 Destek Projesi”ni başlatmış bulunuyoruz.Projenin amacı;Türkiye’nin artık eğitimde niceliksel sorunlarının çözümünün sağlanmasıdır.Bu amaçla 24 Nisan’da çıkan 4842 sayılı kanunla hayırseverlerin eğitime yaptıkları harcamaların % 100’ünü gider gösterebilmeleri sağlanmıştır.Zaten projenin adı da buradan geliyor; EĞİTİME % 100 DESTEK.Aslında ismimizin çift anlamı var;birisi hepimizin eğitime canı gönülden % 100 destek olması,bir diğeri de vergi indiriminin % 5’ den % 100’e çıkışını vurguluyor.

Projenin hem aynî hem de nakdî boyutu var. Hayırseverlerimiz okul yaptırabilecekleri gibi isterlerse bir okula bilgisayar laboratuarı kurabilirler veya bir bilgisayar bağışlayabilirler.İsterlerse parasal yardımda bulunabilirler. Bu çalışmaları organize etmek için Bakanlığımız bünyesinde bir Proje Koordinatörlüğü oluşturuldu.Her ilde Milli Eğitim Müdürlüklerinde bu projeyi yürüten bir Müdür Yardımcısı veya Şube Müdürü var.Bu arkadaşlarla Aksaray Hizmetiçi Eğitim Enstitüsünde bir araya geldik ve vizyonumuzu belirledik, hedeflerimiz, stratejilerimizi ortaya koyduk.Projede hedefimiz 500 yeni okul yaptırmak,yani yaklaşık 8500 derslik.Bu Türkiye’nin bir yılda yaptırdığı derslik sayısının yarısı oranında bir rakam ve buna ulaşacağımıza inanıyoruz.Su anda 190 okula ulaşmış durumdayız.

Bu projeye katkıda bulunmak isteyen hayırsever vatandaşlarımız www.egitimedestek.meb.gov.tr internet sitesinden veya Bakanlığımızın her ilde ücretsiz hizmete sunduğu 444 0 632 nolu danışma hattını arayarak proje ile ilgili bilgi alabilir,kendi görüşlerini belirtebilir,istedikleri okula yardım yapabilirler.Eğer yurt dışındaki vatandaşlarımız da katkıda bulunmak isterlerse koordinatörlüğümüzden her türlü bilgiye ulaşabilir ve yardım alabilirler. Bu vesileyle , hayırsever vatandaşlarımızı eğitime destek kampanyasına katılmaya davet ediyoruz.

The Importance of the education is unsuspecting realty which is accepted by everyone. Great mobilization in the education, which is also taken important results, is started after Declaration of Turkish Republic. However, nowadays the because of whether increase of young population or immigration, in order to aim catching the rising target in scholing, which are capacity and quality, are our problems.We have to reach the standarts of The European Union and Developed Countries in the quality of school buildings,of the number of class’ presents,of the interior and the exterior equipments.We are in need of school buildings, structures and every kind of instruction materials in the every rank of education (from preschool to university).If we success to reach our aim of the rate of the schooling , we could be solve the quantity of our education problems. We know that the only constructions of the school buildings donot cause to rise the quality of the education,but unfortunately there is no education without adequate school buildings.For this reason,we firstly have to provide all the requirements of the interior and the exterior equipments of the schools.

A great project, that is worthy of 80th year of the Turkish Republic, was started in 11th September 2003 by the leadership of the Turkish Prime Minister,because of the aim of either to gain new school buildings or to train our childeren and youngs better. The goal of the Project is to solve the quantity problem of the Turkish Education.Therefore, the law of 4842, was enacted in 24th April,2003,that was pointed out as expenditure of % 100 for spendings to the education. The name of the Project ,which has dual meanings, is THE SUPPORT OF THE % 100 TO THE EDUCATION.The initial meaning is to be a volunteer supporter of % 100 to the education and the second one is to be increase of the rate of tax reduction from % 5 to % 100.

Project is accepted all of aids either in cash or in kind. The philanthropists might build a school or found a computer labratory or donate a computer.If they want, they might donate money to the Project. A Project Coordination Team is constituded in the Ministry of the National Education in order to coordinate all of the donations.In addition,the Director Assistant or Department Manager in every provinces all over the Turkey are charged as the commissioners of the Project. When all of the Commissioners and the Project Coordination Team came together in Aksaray Instruction Institute, we formed vision,determined the targets and strategies. We intend to be build 500 new schools which mean approximate 8500 clasrooms.This number is the half of number of the clasrooms that are built during one year in Turkey. We reach 190 new school buildings until now, so we believe to be able to reach this goal.
